Nigeria universities, poly and college will conduct screening exercise - NUC

>>One of the major decisions taken at the end of the 2016 policy meeting that has all the stakeholders in the education in attendance, was that post-UTME should be scrapped. Obviously, many candidates do not understand the import of this going by the number of calls we have been receiving concerning this. Many of them think that since post-UTME has been scrapped there's not going to be any form of screening before they secure admission. For the avoidance of doubt, schools are going to still conduct screening for candidates. However, the method of screening will differ depending on the school. Now you may wonder what's the big deal about scrapping post-UTME in the first place? The scrapping of post-UTME only means that schools are not to conduct screening exercises similar to JAMB UTME. Many schools screening exercises seem more like sitting for JAMB UTME again because the same subjects you sat for in JAMB UTME are what you are being tested on again. According to the education minister, Mallam Adamu Adamu, that does not make sense. So while schools were directed not to conduct screening exercises similar to JAMB UTME, they are at liberty to conduct other forms of screening for their candidates. So if you have been whiling away time thinking that since post-UTME has been scrapped that there won't be any form of screening before you are admitted, you better wake up now and start preparing to avoid unpleasant surprises.

JAMB REGULARIZATION

>>JAMB Regularization : A victimization of polytechnic students. it is no longer news, that the marginalization of the HND and BSc has made the Nigerian polytechnic a nightmare to polytechnic students, Jambites, Masses and all Tertiary institution hopefuls. Like that ain't bad enough, JAMB came with a new strategy of Regularization, A plan/strategy that is meant to do nothing but frustrate, victimise, harden, complicate the life of polytechnic students who wishes to do a DE (direct entry) and has nothing but the Zeal and enthusiasm to obtain a BSc in his relevant field of study, in other not to be marginalized after the NYSC. Is it not bad enough that polytechnic students can hardly do a DE to schools like UI, UNILAG, UNILORIN, UNIBEN, BUK, ABU etc our self proclaimed gradeA universities, we didn't complain about that, Only students that have a minimum of Upper Credit can do DE, we didn't complain, so what are we now regularizing. The Regularization is said to be for students who didn't use JAMB to get Admission into their polytechnics, but this happens to be a blatant lie, because without paying for regularisation, you can't register for your DE, If Jamb claims we all ain't admitted by them, then I beg to differ, does Jamb admit students, does JAMB sell post UTME form, does JAMB has its own university? Or where was JAMB when UNILORIN conducted post UTME last year and 30,000 out of over 60000 that applied had 50% and above but UNILORIN still picked many of those who had below 50%, because they are well connected, indigenes and are also Muslim whereas many who had over 60% didn't get admission, Then should it be said that JAMB is complacent ? because there is virtually nothing our dear JAMB is regularizing, and this Regularization of a thing is nothing but another way to siphon money from parents and the masses, because that is all what jamb is all about, a way to siphon money from the masses and whereas before they start regularizing polytechnic students, they should regularize their Registrar Prof Dibu Ojerinde because JAMB is a National Cake not a personal cake, it's been over 8 year's sir, it's time to leave. Dear Nigerian Students, when other countries are finding ways to make education more easier, accessible and affordable for their citizens, it's a pity that our dear country Nigeria is doing the opposite, it's not easy making lower in a polytechnic, not to talk of upper credit or distinction, let us all come together and say no to this injustice and Victimization. In the spirit of Aluta, I hereby move this motion and put it in movement, SAY NO TO REGULARIZATION.

My watch about new jamb policy

>>just of recent we read the news about scraping of post utme in our various institution,my question to all Nigeria students is that can these be possible? and also if it is possible can these favuor the student which are not born with silver spoon?Because when they are conducting the examination is inconclusive to students that pass the examination talk less of when they are not conducting it. I hope this is time for Man know Man to show there handwork. moreover the great Nigeria students should show there personal interest or an opinion about new policy. furthermore mere looking at it,the institution of much candidate like OAU, FUTA, UI, UNILAG and others how are they going to screen the students out without any corrupt habits,my own concerned is that let's look at this point very well, and react against or support the policy.I rest my pen. scrapping post-UTME violates varsity autonomy and places Burden on federal Universities

>>FORMER Executive Secretary, National Universities Commission, NUC, Professor Peter Okebukola has said that Nigerian universities deviated from the initial agreement NUC had with Vice-Chancellors in 2004 when it introduced post-UTME to screen candidates via oral interview and written essay. Just as the Deputy Director, Distance Learning Centre, University of Ibadan, UI, Professor Oyesoji Akanmi also stated that scrapping post-UTME is against the university autonomy, saying, ‘’ The development will place admission burden on the 40 federal universities." Prof. Peter Okebukola Though many stakeholders who spoke with Vanguard expressed joy with the scrapping of post-UTME, some others have reservations, adding that it will not address the problem of admission deficit encounter yearly. Okebukola who was the Executive Secretary NUC when post-UTME was introduced in 2004, said that it was a tough battle fought under the leadership of Professor Chinwe Obaji as Minister of Education to get approval. While expatiating on reasons for the introduction of post- UTME in 2014, he explained that the NUC and the vice- chancellors discovered that more than ever before, they needed to admit into the universities, secondary school leavers who have at least two characteristics. Cognitive competence The first characteristic, he noted, is to ensure that admission seekers attain minimum cognitive competence in the relevant subjects in the discipline they wish to study. The second was to test their competence in written and oral English, critical thinking and ability to present ideas in a logical sequence befitting of undergraduates in Africa’s most-expansive and well-regarded university system. ‘’JAMB’s UTME targets only the first characteristic; while the university-level screening should measure the second,’’ he said. He, however said: ‘’We got the blessing of President Olusegun Obasanjo and the National Assembly to do the following: (a) maximum charge to candidates for the exercise should be one thousand naira, (b) candidates should be screened not with the kind of test used by JAMB but through other mechanisms. The screening, he noted was agreed upon by all vice- chancellors to be through oral interview and essay which JAMB assessment does not cover, adding: ‘’Up till about 2009, these guidelines were largely followed leading us to get very good quality candidates for our universities.’’ According to him, since 2010, both guidelines were ditched by most universities, stressing that universities were conducting the same tests as JAMB, charging at least five times the agreed-cost and not conducting oral interviews and essay screening. Intuitive sense The goal of the post-UTME, he explained, shifted from selection of the best candidates to using post-UTME to make money. ‘’Since universities have derailed, it makes intuitive sense to close the post-UTME shop,’’ he added. The former Scribe expressed joy in the scrapping of post-UTME, adding that it now takes the universities system back to the original model of post-UME which NUC initiated in 2004 while he was serving as Executive Secretary. Meanwhile, in his reaction, the Deputy Director, Distance Learning Centre, Prof Oyesoji Aremu said that scrapping post-UTME would not address the problem of access to the universities, but will rather place admission burden on federal universities. According to him, scrapping post-UTME would place more burden on the 40 federal universities, adding that more than 80% of candidates yearly make federal universities like University of Ibadan, University of Lagos, Obafemi Awolowo University, Ahmadu Bello University, University of Benin, and University of Nigeria, Nsuka their first choice. Quality assurance He warned that if candidates are forced on the universities, it will make a mockery of the expected quality assurance which the policy of Post-UTME is all about. While lamenting the scrapping of post-UTME which he noted negates the question of university autonomy, he explained that the Ministry of Education through its agency, National University Commission regulates the universities, adding, ‘’university autonomy especially in federal Universities is a function of University Senate and each Governing Council. ‘’Thus, determination of admission policy (including Post- UTME), regulation of academic activities among other activities, are functions of Universities’ Senates and not that of the Ministry of Education,’’ he said. Prior to Post-UTME, he noted that most federal universities have been conducting another layer of assessment of candidates in form of interview and interaction. This, according to him is to ensure Quality Assurance given the fact that UTME has been compromised in terms of quality of the candidates who seek

Why we must conduct post utme examination --- Universities

>>These and many more were worries disturbing the peace of the young man, who wants to study Law at the Nnamdi Azikwe University, Awka, Anambra State. Already, he scored 268 in the UTME held earlier in the year. This same dilemma confronts many of the candidates looking forward to securing admission to higher institutions in the country this year. Apart from this, some universities have already conducted this year’s post-UTME, just as many have advertised and collected examination fees from admission seekers. Indeed to clear this impasse, our correspondent gathered exclusively that the Minister of Education, Mr. Adamu Adamu, would speak on Tuesday (today) on the issue. A Deputy Director (Press) in the Federal Ministry of Education, Mr. Bem Goong, confirmed this to our correspondent on Monday. “Well, if you want further clarification on the issue, wait for Tuesday. The minister will speak on it”, Goong told our correspondent. The minister had while declaring open a Combined Policy Meeting on admission to universities, polytechnics and other higher institutions, on Thursday in Abuja, said it was unnecessary subjecting candidates to another round of examination after the UTME conducted by JAMB. But while many stakeholders like the former Pro-Chancellor of the University of Lagos, Chief Afe Babaa (SAN), have criticised the move to stop the post-UTME, the immediate past Executive Secretary of the National Universities Commission, Prof. Peter Okebukola, says there is need to handle the issue with caution. According to Okebukola, the post-UTME as practised in many of the universities nowadays is far from what stakeholders agreed on in 2004. He notes, “It was a tough battle which we fought under the leadership of Mrs. Chinwe Obaji as Minister of Education. We got the blessing of former President Olusegun Obasanjo and the National Assembly to do the following: (a) maximum charge to candidates for the exercise should be N1,000; and (b) candidates should be screened not with the kind of test used by JAMB but through other mechanisms. The screening was agreed with all vice-chancellors to be through oral interview and essay, which JAMB’s assessment does not cover. “More than ever before, we need to admit into our universities, secondary school leavers, from the large pool, who have at least two characteristics. (A) They must have the minimum cognitive competence in the relevant subjects in the discipline they wish to study; and (b) competence in written and oral English, critical thinking and ability to present ideas in logical sequence befitting of undergraduates in Africa’s most-expansive and well- regarded university system. JAMB’s UTME targets only the first characteristic; while the university-level screening should measure the second.” Contributing, the VC, Redeemer’s University, Ede, Osun State, Prof. Debo Adeyewa, calls for a more appropriate concept of “screening” to select the best candidates for university education. He states, “In the first place, we need to recollect the circumstances that necessitated the post-UTME examination by universities. The examinations conducted by JAMB were not credible and every sincere citizen of this country would readily attest to this. The ‘fantastic’ scores obtained through JAMB were neither correlating with the results of post-UTME conducted in universities nor with their poor performances after admission. In fact, we found that the most credible and reliable range of scores were those within 200 – 240 marks. “Although the credibility of JAMB scores has improved recently with the computer-based examinations, it is too soon to conclude that the credibility issue has been put to rest. “It is also important to realise that each university is autonomous and could decide on the parameters for admission, including the need for interviews. I would subscribe, therefore, to the more appropriate concept of “screening” to select the best candidates even if post-UTME is scrapped.” Meanwhile, a lecturer in the Department of Psychology, Obafemi Awolowo University, Ile-Ife, Osun State, Prof. Toba Elegbeleye, says the scrapping of post-UTME and adopting 180 as the cut-off mark would only make a bad case worse.

NDU Students Lament on the ongoing strike action

AdChoices Ad covers the page Stop seeing this ad Simon Utebor For the students of the Niger Delta University, Amassoma, Bayelsa State, the ongoing industrial action has dealt a devastating blow to their academic pursuit. The ongoing scenario in the university exemplifies the saying, “When two elephants fight, the grass suffers.” The President, Faculty of Engineering Students, Baro Tamarakro, aptly captured the development. He said the consequences of the strike, which began six weeks ago, were better imagined than felt. AdChoices Ad covers the page Stop seeing this ad Lamenting that the strike had begun to distort their academic activities, Tamarako said the fate of final year students in the institution was now uncertain. He said, “Honestly, the impact of the strike on students has been negative. The industrial action has made some of us to venture into counterproductive things. As I speak, some of our female students have turned prostitution to ward off boredom. “I wish to use this medium to appeal to Governor Seriake Dickson, who is the Visitor to the school, to address the lecturers’ grievances to enable us to return to school. “The governor should call the lecturers to a roundtable for a settlement of the impasse. We are beginning to lose our temper and this is not good for the image of the state.” The Deputy Speaker, Student Union Government Parliament, Mr. Olale Gift, also said the backwardness of state educationally alongside the strike was worsening the plight of the students. According to him, the strike has the tendency of leading some undergraduates into some vices such as prostitution, pipeline vandalism, and oil bunkering. He said, “An idle hand, they say, is the devil’s workshop. This is the only university owned by the state. Already, we are educationally backward. Allowing the strike does not speak well of the state government. I feel there is no reason why the lecturers should not receive their salaries. Although there is economic recession, there is need to resolve this crisis urgently. “The government still shares a large chunk of the blame. Dialogue in this kind of situation is necessary but allowing the lecturers to shoot like loose cannon is unfortunate.” Gift, who said they had met and discussed with government representatives, warned that their quietness should not be mistaken for docility. He added, “We believe in consultation but if it fails, we might resort to confrontation. We are appealing to the government to show understanding so that the situation does not snowball into an unwarranted catastrophe.” For a 200 level student, Daniel Adodo, some students have now resorted to doing menial jobs to overcome idleness. According to him, strike affects the performances of students. The students, under the aegis of the Niger Delta Visionary Movement, had earlier vowed to protest and block the entrance to the Government House if the authorities failed to resolve the impasse. The aggrieved students, in a statement by their spokesman, Wisdom Adike, threatened, “We are prepared to march naked with our books and block the entrance to the Government House if after a week academic activities do not resume in the school. “We wish to bring to the notice of the public that the strike embarked upon by the ASUU, NDU chapter, on April 26, 2016, over non-payment of salaries, have led to the shutdown of the institution for some time now. “This development has continued to give parents and students great concern. Niger Delta University, being the only state-owned university, is a legacy established by the late Chief Diepreye Alamieyeseigha. The institution has not only helped in meeting the manpower needs of the state but also that of the Niger Delta and beyond.” The lecturers of the institution, under the auspices of the Academic Staff Union of Universities, commenced strike last April over unpaid salaries and alleged poor working conditions. According to them, they have not received salaries since the beginning of this year. An NDU lecturer and Chairman, ASUU, Port Harcourt Zone, Prof. Beke Sese, said the decision to proceed on strike was taken when the state government allegedly ignored all the entreaties of the union.

FG Denies Scrapping NYSC Scheme

>>Contrary to reports going round social media that the National Youth Service Corps (NYSC) Scheme has been summarily disbanded and scrapped by President Muhammadu Buhari, the federal government has moved to deny such claims. In a reaction to the rumours, the Senior Special Assistant to the President on Media and Publicity, Malam Garba Shehu, stated that the reports were unfounded and legally illogical. He said that the NYSC scheme is a creation of the law and only another law can repeal it. Shehu urged Nigerians to disregard the reports as they all emanate from the works of mischief makers. It would be recalled that the National Youth Service Scheme was established on May 22, 1973 by then Head of State General Yakubu Gowon

4 New Private Colleges of Education Gets Operational Licence

>>The Federal Government of Nigeria has granted provisional licence to four new private colleges of education to commence operation in the country. The colleges are Oswald Waller College of Education, Shendam in Plateau State; Pan African College of Education, Offa in Kwara State; Diamond College of Education, Aba in Abia State and Bilyaminu College of Education, Dass in Bauchi State. Speaking while presenting accreditation certificates to the successful colleges of education over the weekend, the Executive Secretary of the National Commission for Colleges of Education (NCCE), Prof Monday Joshua, said all the newly approved colleges met minimum standards and requirements set by the commission. He said that the approval og the new colleges is part of efforts of the federal government to increase teacher education in Nigeria. Joshua said that the ongoing programme of accreditation of colleges of education in the country was on course, adding that 11 colleges have so far scaled the commission’s accreditation hurdle and were accordingly issued with accreditation certificates. The NCCE boss recalled that when he assumed office one year ago as executive secretary, one of the greatest challenges in the system was that a lot of programmes in the NCE-awarding institutions were unaccredited for about a decade.

We Reject 3 years JAMB Result Validity - Universities VC's and professor's

>>I don’t support it I do not believe in the extension of the validity of the Unified Tertiary Matriculation Examination results. No student wants a carry-over and my mantra on it is that there should be no carry-over. Every admission is supposed to ascertain the currency of the performances of candidates. The universities should be allowed to test the ability of each of the candidates every year. Let there be a common platform for every candidate every admission year. If a candidate is not good enough this year, he or she can do better next year. I know that the three-year validity will save money for the candidates. But the system will be better if candidates are rated on the currency of performance. — Ex-Vice-chancellor, Caleb University, Lagos, Prof. One academic year validity better I believe in currency because what is current today may be stale tomorrow. I am of the view that UTME results should be valid for an academic year. The knowledge today will be stale tomorrow hence there is a need for us to increasingly measure our knowledge level. Three years are too far because knowledge is now on the super highway. — VC, Babcock University, Prof. Tayo Ademola It’ll worsen admission problems I will be disappointed if this bill is eventually passed by the National Assembly. Making UTME result valid for three years will compound admission problems. It means universities will have more candidates to pick from each additional year. This will be unwieldy. It is a pity that Nigerian universities have not been able to admit more than 15 per cent of qualified candidates in spite of the increase in the number of universities from 73 in 2006 to 141 in 2016. There were no private universities in Nigeria until May 10, 1999 when the departing military administration of Gen. Abdulsalami Abubakar (retd) granted operating licenses to four private universities. Now we have 61 private universities and the majority of qualified candidates still roam the streets. The solution to this problem is not to make prospective candidates mentally lazy for three years. What should be done is to provide the enabling conditions for all eligible candidates to gain university admission by expanding the facilities in existing government universities so that they can accommodate more students and make it possible for the average Nigerian parent to afford fees charged by private universities by way of scholarships and revolving loans. — Pioneer VC, Wesley University, Ondo, Prof. ‘Tola Badejo Not a bad idea This is a new one. If this scales through, it is good. It is not really a bad idea. What this means is that the results of the UTME will now be used to secure admission within three years. It will be good for poor parents who cannot afford the cost of having to pay for the UTME forms for their children who do not pass the examination in an admission year. Also, another thing is that the extension of validity may be a way of cutting cost which the current administration is trying to bring to the table. Now that the Nigerian economy is having problems, it will be wise to cut cost. — Professor of Literature at OAU, Segun Adekoya Let research precede policy Policy without research is not good. We do not say because a country is doing this and another country is doing that, we then adopt it. It is bad. There is need for a performance index of the UTME results over a period of time for the government to analyse and see the performance of candidates with high marks in the UTME and who didn’t pass the post-UTME. Then analyse the difference. It is by analysing the result of that kind of data that anything good can come. I am very unhappy about the syllabus we run on our education. It is based on what was given to us. It gives knowledge but does not give understanding. That is why we have many high-flyers. And when they are told to do something practical, they cannot. The youth are too important to be neglected. There must be scientific index and the level of consistency of those who scored high marks in the examination at a given period to determine the adoption of any policy on the examination. If this planned policy is not based on research, it is a guess work and it is wrong to hinge any decision on guess work. UTME is still not a perfect examination. It is an aptitude and scholastic test and still being influenced by many factors. The US SAT, which started in 1901, is a competency examination used for college admissions and even at that, it does not last forever though some universities can pick a score of two years to determine admission. It is better for those who fail the UTME to try again the following year so as not to create problems for the universities that will have to cope with results from influx of admission seekers. — Ex-VC, OAU, Prof. Wale Omole

Earlier in his remarks, the Director of CIE, Prof. Mohammed Ibrahim, disclosed that the University has 272 international students from 18 countries and 21 foreign staff. In his address, the President of the Unilorin International Students Association (UISA), Mr. Hounnougbo Kandeski Arthur Arnaud, expressed the Association's appreciation to the University administration for “creating an enabling environment to ease our learning and for creating a platform for cultural integration among all international students within and outside the great better by far institution, the University of Ilorin.

The concept and benefit of scrapping post utme.

>> 1. The scrapping of the post utme favours those that scored high marks in jamb and does not favoured those that had technical problems 2. This would strongly reduce the 'egunje' bribery in many universities. Meaning buying admission. As the scores that will be used to produce your cut off will come from your utme 3. It will save students a lot of stress for travelling all the way to a place just to write another exam and prevent extortion of money from parents by the university (university charge 6500 for their p utme) 4. There are many concerns about most people not gaining admission into their preferred institutions. Yes, this may be bad. But it would be a good thing in the long run. As it would let the enrolment into all institutions balanced. Everyone wants to go to uniben, unn, unilorin, unilag. Ui. Oau or whatsoever.....they should encourage people to try other universities 5. It doesn't make sense to write 2 exams for the same purpose. And if the university organises its exams. Like I said before....there would be manipulation 6. Jamb is going to shuffle candidates across different tertiary institutions Give your views below.

Is scrapping of Post utme Exam Good or Bad ? your opinion

>>As disclosed by the JAMB Boss, Prof Dibu Ojerinde, after the Combined Policy meeting yesterday,“There won’t be any written post-UTME but institutions can screen candidates. It is a necessary thing to screen the candidates. "We agree and the Minister of Education also agrees but the issue of taking another examination is no longer going to happen.” While some have seen this development as a good one, some others have out-rightly kicked against it. Now to you, what do you think about this development? Keep your contributions real and precise.

How Nigeria university, poly and college may admit students after the scraping of Post utme exam

>>Following some of the decisions taken at the 2016 JAMB Combined Policy meeting which include the official announcement of the 2016 cut-off mark as 180 for Universities, Polytechnic and Colleges of education and the scrapping of Post- UTME, many candidates are asking a lot of questions with regard to how the admission process for this year is going to run. Having examined the situation, we would like to point out some factors that may likely come in to play in 2016 admission process. First, one thing that will likely be a fall-out of this new development is the fact that the cut off-mark of top institutions like UNIBEN, UNILORIN, OAU, UI, UNILAG may shoot up to 220, 240 or even 250. However, no institution will go below 180. The responsibility of placing candidates in schools will now reside with JAMB. However, JAMB has to first confirm the requirements of institutions before placing candidates in such institution. For instance, if UNIBEN decides that their cut-off mark for this year is 250, it is only candidates who applied to study in that school and score up to 250 will secure admission in UNIBEN. Similarly, since the bench cut-off mark is 180, JAMB may decide to re-distribute candidates who scored up to 180 to other institutions (who knows, it could be a university, polytechnic or College of education since they all have the same cut-off mark) if the institution they originally chose have reached its admission quota or if such candidates UTME score falls below the set cut-off mark of their specific institutions. The scrapping of Post-UTME does not necessarily mean that institutions cannot conduct other forms of screening, it only means they cannot conduct another form of examination similar to UTME. So schools may decide to use oral interview or verification of documents to screen candidates. The scrapping of post-UTME will equally save candidates the cost of purchasing their school's post-UTME form and going through the usual hassles associated with it. However, all these factors will be expected to play out when ASUU, ASUP and NCEE accept the outcome of the 2016 JAMB Combines Policy meeting. Since these bodies are yet to express their stance on this, we will only wait to see how it plays out at the end of it all. Now, lets know your opinion on this or what you think the admission process will be like.
